In terms of finances, he questioned the source of funding for the $100 billion by 2020, saying he could not accept the World Bank as a trustee. With regard to technology, he would like to see the absence of a reference to intellectual property rights. In paragraph 1 (b) (v) of the Bali Action Plan, he said that this should also cover non-market approaches. He stressed that if Bolivia supports a REDD+ mechanism, it should not include the carbon market. He reiterated the lack of consensus on the draft decision and Bolivia`s rejection. With regard to REDD+, Norway and Ecuador reported important outstanding issues: financing; the scope of a REDD+ mechanism; link between national and subnational levels; and MRV of safety precautions. Ecuador stated that the parties were on the verge of reaching agreement on a balanced text. .
